Jorg Schmadtke, sporting director of Cologne in the German Bundesliga, says he wants the "madness" of the Chinese Super League transfer window to be over.
The CSL's window for signing players runs until February 28, a full month after the cut-off date for the major European leagues.
Schmadtke's complaint was directed at Chinese football club Tianjin Quanjian, which has made several approaches for Cologne's main striker Anthony Modeste.
"The madness will be over soon," Schmadtke said in quotes reported by ESPN.
"We've said 'no' once and we did not want to give because of a next offer. We've positioned ourselves.
"We've said 'no' several times and it's without respect to not take note of it. That's not my idea of values."
Tianjin Quanjian, managed by Italian World Cup winning captain Fabio Cannavaro, bid for Chelsea's Diego Costa in January, but owner Shu Yuhui said changes in the number of foreign players allowed in each squad per game ended the possibility of a transfer.
The club has since signed Brazilian striker Alexandre Pato from La Liga side Villarreal.
