Not everyone can afford to buy dozens of Hearthstone packs, making it harder to play Blizzard's card game at a competent level without forking over some serious cash. But not everyone is out for glory. Some fans just want to play around with their friends and have a good time with a more basic setup. Budget decks only use cards that are rare or common, meaning that nearly every player with at least a few hundred dust lying around can acquire them painlessly.
Disclaimer: I would never play these decks unless I absolutely had to. Hearthstone is so much more enjoyable when you have every card needed to make a viable deck. Crafting a Baku or Genn Greymane allows you to make an even or odd cost deck that isn't awful, no matter what cards (that fit the requirements) you put inside.
