February 18 is Washington's Birthday, colloquially known as Presidents Day, an annual federal holiday held on the third Monday of the month celebrating the life of George Washington—the U.S.'s first head of state—as well as past presidents, such as Abraham Lincoln.
Even though they are not required to, most private banks tend to close on federal holidays due to the fact that the Federal Reserve system—a government agency on which they rely for much of their activity—won't be operating. This can be a pain if you urgently need access to certain financial services that aren't available online.
However, if you happen to be a customer of TD Bank, you'll be pleased to hear that the company has announced that it will be keeping branches open on Monday with normal business hours—the only major bank to do so—although its best to check with your local branch to make sure.
TD Bank is also open on two other federal holidays in 2019—Columbus Day (October 14) and Veterans Day (November 11).
Unfortunately, the Toronto-based bank is the exception to the trend. Below is a list of banks which will be closed on Presidents Day, according to GOBankingRates.

While most bank branches will be closed, many companies will still keep customer services centers open if there are issues that you need to have sorted. Furthermore, online transactions should work, in most cases, though keep in mind that some may not be processed immediately. Meanwhile, you will still be able to withdraw money from the majority of ATMs on Monday.
